VU Clinical Health Teaching Facility

Plenary Group has been appointed by Victoria University (VU) to assist with the development of the Victoria University Clinical Teaching Facility and associated works at 70-100 Ballarat Road, Footscray (Subject Site). 

Proposal

The new clinical health teaching facility at Footscray Park will form part of an emerging vision for a health, education and employment precinct that sit alongside the New Footscray Hospital, opening 2028.

As part of VU’s Footscray Park Modernisation project, the project will reimagine Building C as a progressive and well-equipped teaching space for students pursuing a career in health. The new clinical health teaching facility will replace the existing Building C, and function as a new and prominent education facility that aligns with the planned strategic directions for this Precinct. The project will also encompass the development of a new landscaped campus gateway, providing accessible greenspace and amenity accessible to the community.

The planning application seeks approval for a 5 level structure when viewed from the Ballarat Road and 6 Levels to VU High Street, and the new campus gateway made possible via the demolition of Building G South.

Planning process

The project is aligned with the Purpose of Clause 53.22 (Significant Economic Development) in its clear delivery of an Education centre that will:

  • make a significant contribution to Victoria’s economy and provide substantial public benefit, including jobs for Victorians.
  • provide for the efficient and effective use of land and facilitate use and development with high quality urban design, architecture and landscape architecture.

The following planning permit triggers apply to the proposal:

  • Pursuant to Clause 43.02-3 (Design and Development Overlay – Schedule 1), a permit is required to construct a building or construct or carry out works.
  • Pursuant to Clause 52.06-3 (Carparking), a planning permit is required to reduce (including reduce to zero) the number of car parking spaces required under Clause 52.06-5.

A planning permit is not required for the use of the building for the purpose of an Education Centre as it is a Section 1 use under the Public Use Zone (PUZ2) pursuant to Clause 36-1-6.

The responsible authority for determining the application is the Minister for Planning via the Department of Transport and Planning. A formal application has been lodged.
