The VU Centre of Policy Studies is hosting the National Computable General Equilibrium (CGE) Modelling Workshop on Friday the 23 October at 2 Lonsdale Street, Melbourne.

The National CGE Workshop is an annual event that provides a forum for CGE modellers to exhibit and discuss their work. Register to be part of the audience and/or give a presentation. Students are encouraged to participate.

The program will include a key note speaker, and short presentations from participants of about 15 to 20 minutes, followed by questions.

The workshop will interest those new to CGE modelling, expert modellers and policy advisors who rely on modelling to analyse events with economic impacts.

If your abstract is accepted then we ask that you submit your full paper or presentation by the deadline given below.

Presentations are usually allocated 15–20 minutes with 5 minutes for questions. A presentation based on either completed paper or work-in-progress is acceptable.

Keynote speaker: Professor Tom Kompas

Tom's talk is provisionally titled: "Economic Damages from Climate Change and the Challenge of Meeting Emissions Reduction Targets in a Global Energy and Trade Model".

Abstract

Along with estimating the heat stress and sea level rise damages from global warming, we construct a large-dimensional Global Trade Analysis Project (GTAP) economic model for energy and international trade to calculate the needed changes in the energy mix and carbon emissions to meet a minimum Paris Agreement target and path (PTP) of less than 2C warming. 

From 2026 to 2050, model results show carbon emissions must decrease by at least 6.0% globally, per year, on average, and coal consumption must fall continuously, complemented by significant increases in renewable energy. Overall, we also find that annual global carbon emissions must decline by almost 53% in 2035 and 80% in 2050 to meet the PTP path by 2100. Coal consumption must fall between 85–99% by 2050 among the key emitters (China, the USA, and India), complemented by a continuous transition to renewables. 

For Net-Zero Emissions Targets (NZET), carbon sequestration from reforestation and land-use change is also essential. Model results indicate that a global NZET outcome, even with assumed carbon sequestration, no accelerated global warming relative to current trends, and highly unlikely assumptions on reductions in future carbon emissions, does not occur before 2058, at the earliest. The potential benefit of achieving NZET, given only very limited heat-stress damage functions, is at least 10 times greater than the estimated damages from global warming.

Speaker bio

Professor Tom Kompas is one of Australia’s leading environmental and resource economists, known for his work in CGE modelling and its application to trade, climate change, biosecurity, and natural resource management. Tom is a Professor of Environmental Economics and Biosecurity at the University of Melbourne. 

He has developed high-dimensional intertemporal CGE models that capture the long-run economic impacts of policy and environmental change across countries and sectors. His research has been influential in quantifying the economic consequences of climate change, assessing the effects of emissions reduction policies, and improving the representation of global trade and resource use in economic modelling. 

A Fellow of the Academy of Social Sciences in Australia, former Director of the Crawford School of Public Policy at ANU, and recipient of the Eureka Prize, Professor Kompas is widely recognised for bringing cutting-edge CGE modelling to major public policy challenges in Australia and internationally.

Program & venue

A preliminary program will be available in the second week of September.

The workshop venue is the Lonsdale room, level 2, 2 Lonsdale Street, Melbourne. Guest sign in is required on the ground floor entry so registration is essential.

Morning tea, lunch and afternoon tea will be provided. The refreshment breaks provide a good opportunity to socialize with your modelling colleagues from around the country.

An informal dinner will be held on Friday evening, 23 October, at attendees' own expense. A conveniently located venue will be announced closer to the workshop date. You are welcome to join the organisers and fellow participants for a relaxed dinner. More details will follow closer to the date.
