Just another downturn, or is Victoria at the crossroads?

Despite benefitting from the early stages of the resources boom, has Victoria missed its chance to lay the foundations for future growth? Is the required infrastructure now outside the scope of tightened budget constraints?

Prime Minister The Hon Julia Gillard will deliver the special luncheon address, where she will share her vision for Victoria's role in Australia's future prosperity.

Victorian Treasurer The Hon Kim Wells will also join leading commentators, industry representatives and academics in bringing their analysis to bear on the question.

Is the current downturn the result of intractable structural change or just a brief growth pause while the world sorts itself out?

Population growth rates have fallen back to longer term averages. What does this mean for the ambitious plans for growth in the west, Melbourne's latest growth corridor?
