Rhys joined VU in 2011 and manages VU’s transnational education portfolio within the International Division, which is a leader in the Australian education sector. The portfolio includes 7 strategic partnerships with partner universities in China, Malaysia, Vietnam and Singapore generating over 6,000 annual offshore enrolments from ELICOS through degree to master awards. These partnerships also incorporate research, reciprocal student mobility and on-shore transfer elements.
He has over 15 years of experience in international education, in both public and private organisations, including RMIT University, Box Hill Institute, and the Australian & NZ Institute of Insurance and Finance. He has worked in Asia, Latin America and the Middle East, and managed an offshore campus in Singapore.
Rhys also has experience in managing large international education projects, including development of national curriculum projects for the Singapore Government, and capacity building projects in Colombia, Pacific Island nations, Vietnam and Indonesia.
Specialising in the social science discipline, Rhys was the Head of the TAFE Social Science Department at RMIT for many years specialising in the design and delivery of courses in interpreting/translation, youth work, intellectual disability, and community justice.

Frequent, both radio and TV, related to disability services and policy principally in his capacity as past President of the Spina Bifida Foundation of Victoria, a Churchill Fellowship (1996) which covered research into medical and social aspects of spina bifida, and as co-author of the Spina Bifida Continence Management Protocol which was published by the Royal Australian College of General Practitioners.
