PSM Program Victoria

The Public Sector Management Unit (PSMU) aims to improve public sector policy-making and management, and help government and agencies deliver services more effectively.

The Unit's main activities are:

  • providing consultancy services in public sector-related areas
  • evaluating the effectiveness of consultancy services
  • providing workshops to state and federal government agencies

Public Sector Management Program

This only available to Victorian Commonwealth, State or Local Government Agency employees.

The Public Sector Management Program (PSMP) is a unique program aimed at providing leadership skills for middle to senior managers from Commonwealth, state and local government. 

In 2012, Victoria University will no longer deliver the PSM Program. The Australian Public Service Commission will continue to accept expressions of interest for the PSM Program.

Graduates were awarded a Graduate Certificate in Public Sector Management from Flinders Universityin South Australia.

This postgraduate program credits you with four unit points and allows you to move into the Master of Business (Industrial Relations/ Human Resource Management) or Master of Business (Management) courses at VU.

Short Courses

The Public Sector Management Program units will be delivered as stand-alone short courses by Victoria University until July 2012

  • Unit 1 – Managing Up: The Framework of Public Sector Management
  • Unit 2 – Managing Out: The Public Sector in the Community
  • Unit 3 – Managing In: Ethics and Career Management in the Public Sector
  • Unit 4 – Managing Down: Operational Management in the Public Sector

Unit features:

  • a distinctive curriculum developed by academic and public sector experts
  • a mix of contemporary government case studies and challenging theory exercises
  • flexibility, with study options undertaken with over realistic timeframes
  • recognition as Australia’s pre-eminent university qualification in public sector management
  • Recognition of Prior Learning (RPL) for future postgraduate study on successful completion

Due to demand, five LLG Regional Scholarships (covering the cost of one short course) are available to all Regional Victorian Public Sector staff.  To find out more about the LLG Regional Scholarships or to apply, visit the short course information page.

Workplace sponsor

To participate in the PSMP you need a workplace sponsor. The sponsoring employer:

  • supports your application within the agency
  • supports your attendance at program sessions
  • works with you to develop a work-based project proposal
  • evaluates your final report before it is submitted for assessment
