Professor Elizabeth J. Harman

Vice-Chancellor and President
Professor Harman has been Vice-Chancellor and President of Victoria University since 2003. A Fellow of the Institute of Public Administration, she has over 20 years experience in government, industry, and education. Professor Harman is a contributor to national developments in higher education as a Member of the Boards of Universities Australia and the Business-Higher Education Roundtable and previously as the Chair of the AVCC Deputy and Pro Vice-Chancellors (Academic); as a Board Member of the Australian Higher Education Industrial Association; and as an Auditor for the Australian Universities Quality Agency. She is also currently a member of the National Diploma Supplement Advisory Committee, an Advisory Board member of the L H Martin Institute for Higher Education Leadership and Management, and a foundation Board member of the Australian Learning and Teaching Council.
Completing her PhD in Canada in 1976, Professor Harman has worked in economic and policy advisory roles for the Canadian Government and the Western Australian Deputy Premier and Premier, as well as working in the private sector. Her academic career includes teaching public policy, public sector management and government-business relations at Murdoch University, where she went on to become Dean of the School of Social Sciences and then President of Academic Council (Provost). In 1998, she became the Deputy Vice-Chancellor at Edith Cowan University. Professor Harman has held senior positions on the executive and boards of public agencies - including the Water Authority of WA, Royal Perth Hospital Board and the WA State Planning Commission - and was a member of the Federal Prices Surveillance Authority (now part of the Australian Competition and Consumer Commission.) In 2006, she joined the board of the Western Bulldogs Football Club as a participant observer.
Professor Harman has presented and published on industry policy; minerals and energy; trade; public sector reform; government accountability; and Australian competition policy. She also regularly presents keynote addresses and publishes on a range of education topics, including university engagement with community and industry; globalisation and education; quality; access and equity; and workplace and service learning.
