Dr Jose Ramos Horta, Foreign Minister of East Timor and Nobel Peace Laureate, launched Victoria University's new program in Public Advocacy and Action in Melbourne on 21 October 2002.

"When little can be expected from government, because it is corrupt, holds power through violence and the people are sick and poor, NGOS and civil society are the only hope left for people struggling for freedom and dignity." He emphasised the critical importance of civil society in nation building in his own country, and in supporting East Timor in it's darkest hour after the referendum ballot in 1999. It was pressure from civil society that moved governments to act. He also applauded the record of Australian NGOs in providing exemplary models of professional organisation and dedication. To be effective, NGOs have to be properly organised. This new course, he concluded, "can really change the lives of many, many people".
